Abstract.
The basic concepts used in the scientific literature on the organisation of public health services are given. The analysis of changes of the legislative base, concerning sphere of public health services and the state (municipal) establishments of public health services is carried out. According to the literature the comparative analysis of systems of public health services existing in the world is carried out. Comparison of state, budgetary and independent establishments is spent. Toughening of licence control at realisation of medical activity is a quality assurance of rendering of medical services.
